Might be an idea to reduce the number of packs per person from 16 to say 8 to give as many people as possible some top quality sketches.

Yes, that is exactly what the maximum will be. 8 sets for the first 50 people = 400 and whatever amount of sets we have after that for anyone wanting 1 to 4 sets.
