The painter is Clark Mitchell.
This painting wasn't new to the card set, either.
It's one of the pieces of art commissioned for a series of action figures called "Star Wars Unleashed" released in 2004. I believe the entire series of paintings, all by the same artist, is in the Galaxy 5 set, and they're all excellent, but the Leia is the money card.

You can actually get the full-size art as the backing card along with the Leia action figure itself (in that costume and pose) for about the same price as the single trading card, which to me, seems like more the way to go.

Something you can't do with the action figure that you can do with the trading card, however, is get the card graded PSA10 at which point it can sell for up to $1,000.

Here's all of them. They're pretty cool, and there's an accompanying 7 inch action figure for each of these, which is why the art tends to be more toward one side than the other.
