Can someone tell me if these are listed, what are they listed under?

I have been looking for those forever. They are listed as Target Country Music Cards and were inserted in specially marked Cds. Any chance you have a spare set

I don't remember what Cecil's cards looked like. Was this card one of them? It doesn't have any mention of Target on it but it was inserted with a sealed, specially-marked copy of Leann Rimes' self-titled CD that came out in 1999. The sticker on the front of the plastic wrap says "Free Leann Rimes Limited Edition Collector Card Inside." A sticker on the back of the plastic wrap promotes Target but doesn't say anything about the CD or card being a Target exclusive.

I'm wondering if this might be a separate promotion that happened later.

Yes, that is the card that was inserted with that CD, but as you can see, it does not resemble the design of the Rimes card and the sticker on the packaging is a different design too so they seem like separate promotions.
