This is a #43 "No-Nose Nanette" promo card (AC Comics, 1993) originally distributed three different ways. You could get it in an AC Comics promo card pack but you pulled either the Scarlet Scorpion promo or the No-Nose Nanette one. You could also find it with specially-marked FemForce III boxed factory trading card sets which were available only when ordered through Diamond.

The third way was that cards signed by three artists were inserted with copies of FemForce comic #85.

The No-Nose Nanette was not marked as a promo but it's number #43 is an indicator because the regular cards were numbered 1-42 across three 14-card sets.

It's easier to find signed cards since there are usually sealed copies of FemForce #85 on Ebay. AC Comics promo packs and a Diamond version of the FemForce III boxed factory set are hard-to-find. I got lucky finding a Diamond-marked set in a local collectibles store several years ago.
