If accepted, it's just like a bid.

Binding is relative. You can still not pay for it and just take the non paying bidder strike.

Best way is to retract the bid. Been ages since I've done that, so I don't remember the procedure. But if retracted, it's no longer binding.

It depends on the settings. Sometimes when you put in an offer, you'll be asked for your payment information to be confirmed first, then if the offer is accepted - be that automatically, or by the seller - then your order will go through there and then and be paid.
On other offers, you wait to see if the seller accepts or declines. If accepted then you'd be expected to pay, just as you would if you won an auction and would be liable for all the usual strikes if you don't. You could still back out and ask the seller to cancel, but it won't make you very popular.
A small way around it, is to message the seller and ask them if they would accept the offer you have in mind, before going through the process, but usually sellers put the best offer option there to speed up all the messages and time spent dealing with people always asking them for prices. Smile
