You can try scanning at a lower resolution (about 72 dpi). That way when you don't have to re-size and when upload the pic, it's automatically smaller.

If you click on the "edit" button above the pic there's a way to reduce the size.

I love those Kitty Kowalski cards. Besides being cheap all of them are variants.

Maybe they ran out of the silk screened bolt material and switch to the unpainted version.
