I have a small stack of shiny flag stickers from Fleer that appear to be from the 70's that I can't seem to ID.

You got the "shiny" part right. The series was called "Shiny Jet Set Stickers". It included 40 sticker sheets (39 of which had two stickers, a national shield and the 'jet set' theme, which let them advertise "79 stickers").
