Some of them must be made up!

I now count 15 dealers (all in Europe) who have their own dealer promos on this set

I have actually seen promos by 8 of them, so far, and another 4 told me that they have their promos in hand, but have not put them up "you know where" yet

And another 3 told me last week that, yes, they will have their own promos for this but they have not arrived yet

It is all the usual suspects. The same folks who had promos on the recent British Horror and Gerry Anderson sets, for the most part.
