Noticed the value packs at Target have 4 atomic refractors while the value packs at Wal-Mart only offer four additional base cards.
The packaging looks pretty much the same.

Yup, the atomic refractors are indeed Target exclusive. I am in the process of finishing off a 2nd set with lots and lots of extras.
