PCE2008 has an entry on page 70 for a promo, "Chrissie Claus," which is numbered "#C 01" within the "Heroic Publishing" listing. The source for the card was not known at the time but it can be found in still-sealed copies of both "The Adventures of Chrissie Claus" #2 and Spotlight #0.

You're welcome, Adrian. Around 25 years ago, I got the Chrissie Claus card I have in a copy of "The Adventures if Chrissie Claus" #2. I used to check the bargain bins of local comic shops for sealed comics/magazines with cards and found some I didn't have - probably paid a buck or less. Those bins have been picked through many times by me and others and yet they are still full.

PCE2008 has an entry for Blue Comet Press (9 card set) and notes that the cards were inserted with various comics. Blue Comet Press Card #1 and #2 were inserted with "The Bladesmen Super Special #0."
As noted in another thread, an 8-card uncut sheet of the 8 numbered cards also exists. The source of that ninth, unnumbered card remains a mystery. It must've been printed on a different sheet.

You can still find inexpensive sealed copies to get the cards.

This Reiki Warriors #R 03 promo is listed under the same heading (Heroic Publishing) in PCE2008 as the Chrissie Claus card noted above. There are 8 Reiki Warriors promos and they can be hard to find but it appears all of them were inserted with various sealed Heroic Publishing issues. I can say that this one was bagged with "The League of Champions" #12 issue.

PCE2008 lists an 8-card Hero Magazine Scratch-Off Card Game set from 1993-1994. They were like lottery tickets except you had a chance to win comic book-related prizes instead of money.
PCE2008 lists the source (various magazine issues) for each of the cards except for the "Blackball Comics" one which was inserted with Hero Magazine #10, the April 1994 issue. This one was slightly oversized, measuring 2 5/8 x 3 5/8 inches.

PCE2008 lists a "Star Wars Galaxy Collector" 11-card set and lists the sources of two of the cards. Most of them were inserted in various issues of "Star Wars Galaxy Collector" magazine, a publication which replaced "Star Wars Galaxy Magazine in early 1998, and focused more on collectibles.
The Star Wars Galaxy Collector cards are numbered SW0 to SW9 with a rare variant of SW1 out there as well. SW0 was a Gummie Award card and PCE2008 also notes SW9 was having been inserted in SWGC #6. SW2 does not have a source listed but it was actually the premiere issue. A random Star Wars Finest regular card and a random Star Wars 3D regular card were also inserted with the issue.

PCE2008 lists several numbered cards under the "Spoof Comics" heading and they can be listed that way but those cards are also singles from subsets. They were available as random inserts in various Spoof Comics or Personality Comics but you could also buy complete boxed sets. For instance, the #9 "Wolverbroad" "Unless..." card is a single from the 37-card "Wolverbroad" factory set (Personality Comics, Inc., 1992) which was sold in a clear plastic box but it could also be found as an insert with "Wolverbroad" comics. The #10 "X-babes vs. Justice Broads" card is a single from from the 37-card factory set of the same name but you could also find the card randomly in a few different Personality/Spoof Comics issues.
PCE2008 does note that Spoof Comics cards were available in complete sets (and there are several different ones) but not all of the cards listed were included in those sets. Some were exclusive to either the 'Trading Card Edition" or the "Prism card Edition" of the various comics.
Anyway, this post adds the "Wolverbroad" set to PCE and should be added to Beckett's Almanac as well. It's true that these Spoof Comics sets fit in that gray area we've talked about before about promos also being part of boxed sets that were for sale. Todd might decide not to include them but the prism-bordered cards and others exclusive to the special edition comics would be included.
I don't have that #9 card in PCE2008 but I got this #24 card polybagged with a "Wolverbroad" comic:

The Wolverbroad set includes an unnumbered title card and 36 numbered cards. Other than that uncut panel listed by PCE2008 that was inbound one of the comics, there are at least three other Wolverbroad cards. One is available only in the limited edition autographed set (title card autographed). It's unnumbered and shows the title character at a bar with a beer in her hand. There's a black-bordered card (available only in the Limited Prism Card Edition of the "Wolverbroad vs. Hobo" #1 comic) I posted about in your "How Many Exist" thread and there's apparently another card that you could get in that issue if you didn't get the black-bordered card. There could be more. Whenever I buy a prism card edition of one the Spoof Comics/Personality Comics, I find a card I haven't seen before.
Some sellers want a lot (more than $30) for the boxed sets but those who actually want to move them tend to offer them for $10-15 - even an autographed edition - which I think is reasonable.
