It's from or related to the X-Files Contact set (Intrepid, 1997). It appears to have been made by Intrepid and has been called a Master Cel. It was not in packs. It may be a very rare prototype - perhaps something that was not released by the company but appeared on the market later. Sometimes, a company considers doing a certain chase level and one or more prototypes are made but a decision is made not to do it. From time to time one of these prototypes leaks onto the market (e.g. Topps E.T. motion card).

On the other hand, it could have been some odd product offered at a particular show or through some ad but no one in Australia seems to remember it nor does anyone know what the back of the card looks like so it remains a mystery. It may be one-of-a-kind. I saw a photo of it some time ago.
