I don't track card values.

I make a decision based on the condition of the card and weather or not I need it for my collection. If the price seems fair and I don't mind paying what they are asking I will buy. If it is too much I pass. If it is really low priced I will buy extras.

Best bet is to search on ebay for similar cards and see what they sold for, do a search for completed auctions.

Also you can do a google search which will bring up various auction and direct sale results.
