I normally don't ship outside the U.S., but I have a very motivated buyer who wants one of my items and is willing to pay the fee for Priority Mail plus tracking (registered mail). It's been quite a while since I've printed a PayPal shipping label for an international package, so I don't remember what the options are. Can I choose the flat-rate envelope and add registered mail, or will I have to do this at the post office?

You can print a Priority Flat Rate label on PayPal, but they don't offer the registered mail option (as far as I can remember anyways). You can also go to USPS.com to print your label, you should be able to choose registered from them, and you still get the discount for printing online.

Just checked to be sure...
Registered Mail option is ONLY available at a Post Office. And alone, the Flat Rate Envelope does not have tracking for international destinations. So, figure a trip to the Post Office and no online discount for the shipping when you tell them what the shipping will be. The last time I enquired about what I considered rip-off postage ($32.50 for one card), I was told this was the standard Ebay/Paypal rate to the UK. The card was a $10 BIN.

That's quite high. A Priority Mail flat-rate envelope with registered mail costs $24.45. Even if the seller adds a small handling fee for the supplies to protect the card (the envelope is made from very thin cardboard and is flimsy), it shouldn't cost $32.50.
