P3 comes in the binder. P4 is apparently a binder case incentive.

Are there just 4 promos for this set ?

This is sort of old news, but there is also a P5 promo that came out a few weeks ago. I believe it was a dealer incentive for buying 3 cases of binders. I could be wrong about that, but the P5 is definitely out there.
