I know some card makers have listed on their website an address to request promo's, but I could not find one for topps. Does anyone know how (if at all) of getting promos from topps. any help would be aprreciated.

I don't recall ever hearing that Topps sends out promos as a rule, like Inkworks and Rittenhouse Archives do. They do give them away at conventions though where they exhibit at (and sometimes other shows where they send them to the show promoter).
