I was thinking of obtaining a set of the Picard promo cards
But were these cards issued by Rittenhouse or are they a Chinese produced item.

I think you answered your own question. The ones I have seen online certainly have nothing to do with RA.

I expected the set to be made by Rittenhouse but have not seen any evidence of that if not who produced the set
