If I recall correctly, some or all the venders carrying the RA promos, required you to make a $10 purchase before they would give you the card .
Is that correct?
If so, which ones?

Inkworks has a offer of Lost F1-F9, Supernatural Renegades S2R1-S2R9 and Doctor Who Season one preview DW1-DW6 for $10 each and you must show up at the Comic-con to get them. Rittenhouse, as far as I know does not charge for their cards.

The LOST, Supernatural and Doctor Who cards that you reference are San Diego exclusive sets; not promo cards. Inkworks will be giving away packs of 13 free promo cards during the show.
