The latest issue of "Doctor Who Adventures" magazine (a Doctor Who magazine for the younger fan) has a pack/deck of Who themed playing cards in a case. They look rather good - the picture cards have images of characters from the show, and the suits are also Who themed - I haven't opened the sturdy plastic box they came in but I can see that two of the suits are Cybermen and Slitheen! The magazine costs £1.99 (I don't work for them I promise) and is an official BBC publication.

To be honest, I've picked up this magazine in the past and have been bemused by the quality of the 'Free Gift' stuck to the cover at times - there is one every issue and a while back the gift was a TARDIS shapes alarm clock!
